DoD FY-24.3 SBIR Broad Agency Announcements (BAA)
Pre-released 8/21/24 Opens 9/18/24 Closes 10/16/24 (12:00pm ET)
The DoD issued its pre-release of their 24.3 SBIR on August 21, 2024, which opens to receive proposals on September 18, 2024 and closes October 16, 2024 at 12:00pm ET.
This BAAs is inclusive of 2 standard Navy SBIR topics from 2 of the Navy's SYSCOMs. Topics are subject to change during the pre-release period.

Direct communication with a topic's Technical Point of Contact (TPOC) is only permitted during the pre-release period, August 21, through September 17, 2024. Communication is limited to ask technical questions about the specific BAA topic.
However, proposing small business concerns may submit written questions through the DoD's Defense SBIR/STTR Innovation Portal (DSIP) DSIP system until October 2, 2024 at 12:00 PM ET..

Identifying information for the questioner and respondent is not posted.

Coming Soon: NAVY FY-25.4 SBIR Catapult Challenge
Pre-release 10/02/24 Opens 10/23/24 Closes 11/20/24 (12:00pm ET)
On October 2, 2024 the Department of the Navy will issue the pre-release of its 25.4 Catapult Challenge BAA which will open to receive proposals on October 23, 2024, and close to proposal submission November 20, 2024 at 12:00pm ET.
The Catapult Challenge leverages Navy Catapult to mature and demonstrate existing SBIR prototype technologies, inform scaling decisions, and meet priority operational needs.
New DoD and Navy SBIR/STTR BAA Calendar
The DoD SBIR/STTR BAA calendar is expanding for FY-25. Although the regular 3 SBIR & STTR BAAs (25.1/A - 25.2/B - 25.3/C) will be released normally over the fiscal year, the DoD will release the 25.4 BAAs on a monthly basis
identifying them as Release 1 through Release 12. All dates are subject to change.

Updated SBA Requirement for Disclosures of Foreign Affiliations or Relationships to Foreign Countries
As part of the recent SBIR/STTR reauthorization (SBIR/STTR Extension Act of 2022 PL 117-183) the SBA is requiring small businesses applying for SBIR or STTR awards to disclose information about the applicant's investment and foreign ties.
The DoD has made important changes as of July 31, 2024 concerning how this information must be handled as part of your proposal submission process.
These changes are shown in the DoD 24.4 SBIR BAA Instructions Preface (Amendment 3 Updated 8/1/24)
and the Navy Proposal Instructions and Topics page.

The previous process used to require the proposing firm to fill out the PDF form " Disclosures of Foreign Affiliations or Relationships to Foreign Countries" and submit it as one of the Supporting Documents to Volume 5, has been eliminated.
The new process (effective July 31, 2024) requires you to complete a new form (Volume 7) online through your firm’s Defense SBIR/STTR Innovation Portal (DSIP) login account. View sample details on the

Brian Shipley Named as the New DoN SBIR/STTR Director
Brian Shipley |
Mr. Brian Shipley has officially been selected as the new DoN SBIR/STTR Director, following the retirement of long serving former Director Mr. Bob Smith. Shipley has been in the role of Acting Director since Smith's retirement in April, 2024.
Mr. Shipley brings over 30 years of experience working with Navy and DoD programs. He began his career in financial management providing programming and planning for Navy shipbuilding and research and development programs.
In 2007 he joined the DoD Office of Small Business Programs to provide over-arching program management support to the DoD SBIR/STTR Programs. In 2013, Mr. Shipley transitioned to the Department of the Navy (DoN) SBIR/STTR
Programs Office to support policy development, program management, and outreach. Mr. Shipley has been the DoN SBIR/STTR Commercialization Program Manager since joining the civilian workforce in July 2020.
NAVY SBIR/STTR FY-23 Year in Review - Delivering Innovation to Our Warfighters
The Department of the Navy (DON) has just released its FY-23 SBIR/STTR Year in Review report which highlights many of the program's successes and statistics for the FY-23 period.
FY23 was another record-breaking year for the DoN SBIR/STTR, executing more funds to first-time awardees and delivering the most capability through Phase III transition than ever before!

The Department of Navy SBIR/STTR Programs hosted an SBIR Pavilion at the recent NAVY Gold Coast Event, August 19 - 21, 2024 in San Diego, CA. The Navy SBIR Pavilion was well received and included
a group of 20 NAVY SBIR/STTR Phase II awardees showcasing their technologies.

In order to keep small businesses informed about the Navy's proposal selection status, the Navy posts a list of SBIR/STTR
Selectees
as they are chosen.
Current selections for Navy 24.2 SBIR and 24.B STTR are now available.

A selectee is a company selected for further consideration, meaning that the proposal is of interest, but the final decision and contract negotiation is not complete.
Being listed as a selectee on this website is NOT a notification of contract award. The list of selections is an ongoing process that may take several weeks to complete.
Cybersecurity Information, Resources & Opportunities
Cybersecurity is a complex, critical and rapidly changing field of major importance to all, including small SBIR businesses.
Controlled Unclassified Information (CUI) awareness and conformance is mandatory for firms doing business with the DoD under contracts with CUI requirements.
Navy's Policy on Selectable, Not Funded Proposals from other Agencies:
It is the policy of the Department of the Navy (DON) SBIR/STTR programs to only accept and evaluate proposals received in accordance with the SBIR/STTR Policy Directive (PD):
- In response to stated Agency topics contained in a Phase I [PD .4(a)] or direct to Phase II [PD .4(b)(1)(ii)] solicitation issued by DON
- In response to DON Phase I contract deliverable requirements for merit-based Phase II evaluation [PD .4(b)(4)]
- In response to a Request for Proposal for a sequential Phase II as a follow-on award to a current DON award [PD .4(b)(5)]
- In response to a Request for Proposal for a subsequent Phase II from a firm that has a Phase I award from another agency. [PD .4(b)(7)]
A Selectable, Not Funded proposal from another Agency is not a proposal in response to a DON solicitation nor is it an award that can be leveraged as a sequential or subsequent Phase II.

Each year since 2015, the Small Business Technology Council (SBTC) has highlighted and honored some of the best Program Managers, Contracting Officials, PEOs, and Government officials for their work in helping SBIR/STTR companies commercialize their technologies. And 2022 is no exception!
At the 14 November SBTC meeting, Bob Smith, Director of DON SBIR/STTR Programs, was selected as a Champion of Small Business Innovation by the members of the SBTC.
Mr. Smith has led DON's SBIR/STTR programs since December 2014. His stewardship has led the programs to unparalleled success and phenomenal growth in commercialization. Congratulations to a well-deserving leader!
